A key initiative reducing emissions in the District Energy System
The District Energy System at Exhibition Place is connected to Enercare Centre, Coca-Cola Coliseum, Beanfield Centre and Hotel X. Hot and chilled water is produced by the energy centre at the Enercare Centre and provided to these facilities to sustain their operational requirements. In addition to cold/hot water connections, Hotel X is also connected to the Enercare Centre’s electrical grid.
FVB Energy was first engaged by the City of Toronto in 2011 to assist in the development of the business case in relation to a district energy system at the Exhibition Place, amongst other downtown nodes. The objectives of that study were:
- Establishing the City’s business and risk objectives for DES investments and understanding their appetite in transfer of certain risks to the private sector
- Review of DES sites from an investment perspective to determine viability based on key parameters such as size, future area development, connection rate, and contractual counterparties
- Review of the financial models for the three sites from a transaction structuring and financing perspective
- Determination of appropriate transaction I ownership structures for the City to adopt to undertake the DES investments and the key considerations for the City to select the ideal structure
This high-level review established the validity of undertaking CHP in Toronto’s Downtown Core and led to FVB Energy to prepare a design concept to provide the basic technical parameters for the design of a district energy system in Exhibition Place. This resulted in FVB Energy providing full scope engineering services from conceptual design through to post construction services for the Exhibition project, including:
- The reconfiguration and addition of heating and cooling capacity to the central heating and cooling plant and the addition of an emergency power generator
- The installation of underground distribution piping from the Direct Energy Centre to the new Hotel X ETS, the installation of cooling, heating and DHW ETS inside the hotel building
- The modification of the controls to accommodate the new system
